On December 1, China Quality Certification Center issued a notice on the implementation of new standards and implementation rules for mobile power certification (001046 category) for portable digital equipment.

GB4943.1-2022 Audio and Video, Information Technology and Communication Technology Equipment - Part 1: Security Requirements (hereinafter referred to as the "New Standard") has been issued on July 19, 2022 and will be implemented and replaced by GB 4943.1-2011 (hereinafter referred to as the "Old Standard") from August 1, 2023. China Quality Certification Center (CQC) revised the certification rule CQC11-464116-2016 Mobile Power Supply Certification Rules for Portable Digital Equipment related to this standard, and the certification rule number was updated to CQC11-464116-2022, involving subcategory number 001046. The relevant requirements for the revision and implementation of the Rules are hereby notified as follows:
01 Main revised contents of rules
1. 4.2.1 Revise the certification standards, replace GB 4943.1-2011 with GB 4943.1-2022, and add the certification standards GB 31241-2014 Safety Requirements for Lithium Ion Batteries and Battery Packs for Portable Electronic Products and CQC1161-2022 Safety Technical Specifications for Lithium Ion Batteries and Battery Packs for Portable Electronic Products;
2. Add certification mode 1: type test and certification mode 2: type test+initial factory inspection+supervision after certification;
3. The requirements for division of certification unit in 3.1 and the requirements for sample quantity in 4.1.2 have been adjusted; Adjust the requirements of 4.2.2 Certification Scheme;
4. Add "5 Initial factory inspection" and "8 Review";
5. In certification mode 2 and certification mode 3, the validity period of the certificate is modified to a maximum of 5 years, and the requirements for maintaining the validity of the certificate are added;
6. 7.2.1 updated the time of the first inspection after the certification of certification mode 3, and adjusted it to be conducted within 6 months after the certification;
7. The certification mark is modified as "CQC basic certification mark";
8. Annex 1 Quality Control Inspection Requirements for Mobile Power Certification Factory for Portable Digital Equipment is revised.
02 Implement the requirements of the new standard
1. From the date of promulgation of this Notice to July 31, 2023, enterprises can voluntarily choose to implement certification in accordance with the new or old version of standards. From August 1, 2023, CQC will adopt the new version of the standard for certification and issue the new version of the standard certificate, instead of the old version.
2. For products that have been certified according to the old standard, the holder of the old standard certification certificate shall timely submit an application to the China Quality Certification Center for the conversion of the new standard certification certificate, supplement the difference test between the new and old standards, and ensure that the product confirmation and certificate renewal according to the new standard are completed after the implementation date of the standard and before the end of the first tracking inspection. The conversion of all old standard certificates shall be completed by July 31, 2024 at the latest; If it is not completed within the time limit, the China Quality Certification Center will suspend the old version of the standard certificate; If the certificate has not been converted by October 31, 2024, China Quality Certification Center will revoke the old version of the certificate.
3. For certified products that have been delivered, put on the market and no longer produced before August 1, 2023, certificate conversion is not required.
4. All relevant laboratories shall report to the China Quality Certification Center as soon as possible about their ability to test the new version of the standard, and shall timely file the qualification accreditation and recognition of the new version of the standard laboratory.
